Peel and dice the potato. Put in a pot with boiling water and let boil for 10-12 minutes until soft.
Cut the upper part of the bell pepper and remove the seeds. Then take the bell pepper to the microwave for 7 minutes or to the oven for 8 minutes over 356 °F (180 °C).
You can also put it in a pan with some water. Cover and let cook for 5-7 minutes over medium heat.
Heat a pan over medium heat. In the meantime, chop the onion and garlic.
Once heated, pour the oil and spread. Add the garlic and onion with a pinch of salt and stir-fry for 5 minutes.
Then add the ground beef and cook for 8 minutes until the beef browns.
Add salt and pepper to taste, the tomato sauce and paprika, and stir. Let cook for 1 more minute.
Stuff the bell pepper with the mixture.
Once the potatoes are soft, remove and drain. Smash and mix with the butter, milk and salt and pepper to taste.
Serve the stuffed bell pepper with the mashed potatoes on a plate. If you have extra stuffing, serve as well.
