Peel the garlic and cut the bell pepper and tomato into pieces.
Put the vegetables in a pot with boiling water for 5 minutes.
In the meantime, peel the potato and dice it. Add salt and pepper and then cumin.
After the 5 minutes, remove the vegetables, drain and blend.
Heat a pan over medium heat. Once heated, pour the oil and add the beef.
