Cut the beef into thin fillets and then into strips.
Preheat a large pan or wok over high heat. Once heated, add half of the oil and the beef.
Sear the beef on all sides and set aside. This will take about 5 minutes.
Meanwhile, mince the garlic, parsley and ginger. Cut the red bell pepper into strips.
Add the remaining oil and stir-fry the vegetables for 5 minutes.
Once softened, add the beef again.
Dilute the cornstarch in a glass filled with a little water.
Season with soy sauce and oyster sauce. Add the diluted cornstarch, season to taste with salt and pepper and stir.
Let cook for a few more minutes and remove from heat.
Serve on a plate. If desired, garnish with a few basil leaves.
