Cut the bell pepper in half and remove the seeds. You can use green, red and/or yellow.
Soak the bell pepper with half the oil. Then, take the bell pepper to the microwave for 7 minutes or cook in the oven/air fryer over 356 °F (180 °C) for 8 minutes.
You can also put in a pan with a bit of water. Cover and let cook over medium heat for 5-7 minutes.
For the filling, preheat the pan over medium-high heat. In the meantime, add salt and pepper to the beef and chop the garlic.
Once heated, add the remaining oil with the garlic and stir-fry for some seconds.
Then add the beef and cook for 10 minutes while stirring until browned. You can add some liquid to prevent from drying.
Season with rosemary and remove once well cooked. Then fill each half with the mixture and cover with cheese.
Oven/air fryer option: Bake for 7 minutes over 356°F (180°C) or cook for 5 minutes over 356 °F (180 °C) in the air fryer until the cheese melts.
No oven/air fryer option: Place the cheese directly and wait some minutes until melted.
