Chop the garlic and tomato.
Heat half the oil in a pan. Once heated, add half the garlic with the rice and stir-fry for some seconds over medium heat.
Add the peas and water (twice the rice amount). Add salt and pepper and increase the heat to high.
Once boiling, lower to minimum, cover and let cook for 17-20 minutes.
Then heat the remaining oil in another pan. Once heated, add the tomato with the garlic and beef.
Add salt and pepper and cook over medium heat for 8-10 minutes. Stir from time to time.
Serve the rice with beef.
