For this recipe you need oat flour. In case you have rolled oats, blend until pulverized.
Mix the oat flour with the water and let stand for 5 minutes.
While resting, cut the garlic into thin strips, chop the parsley and crumble the tuna.
Place a pan over medium heat and once heated, pour the oil, spread and add the garlic.
Stir-fry for 1-2 minutes over medium heat and add the tuna. Mix well, add the parsley, mix again and turn off.
Next, place a non-stick pan over medium heat. If you do not have a non-stick pan, add a little oil.
Once heated, add the oat mixture and divide it into 2 or 3 servings forming the tortillas. Cook for 2 minutes per side.
Once done, top the tortillas with the tuna. Optional: Add capers.
