Simultaneously, make the white sauce: Melt the butter over medium heat and add the flour.
Remove from the heat and gradually add the hot milk, stirring with a whisk or wooden spoon.
Return to the heat and cook until boiling. Remove and season with salt and pepper. Optional: Add a pinch of nutmeg.
Mix the pasta with the white sauce and add the shrimp and broccoli on top.
